Martyn’s Law

The Terrorism (Protection of Premises) Act 2025 (“the Act”), also known as Martyn’s Law, received Royal Assent on 3 April 2025. The measures apply to premises in Scotland used for “qualifying activities” including concerts, sporting events, markets, cinemas, shopping centres, schools, hospitals and churches. Those responsible for premises and events are required to fulfil different requirements according to the number of individuals it is reasonable to expect may be present at the same time. “Standard tier” is where between 200 and 799 individuals will be present, with “enhanced tier” being those where it is expected 800 or more individuals will be present. It is expected that there will be an implementation period of at least 24 months before the Act comes into force.
